Refugee and Migratory Movements Research Unit is a center for evidence-based research and grassroots action. Since its inception in 1995, RMMRU has worked diligently to highlight the potential of migration to initiate pro-poor growth and poverty reduction in South Asia. By cooperating with regional and global organizations, RMMRU continues to facilitate collaborative research that effectively integrates and links global migration discourse with regional grassroots programs in order to identify and eradicate the key issues affecting Bangladeshi migrants.

PROJECT BACKGROUND:

Ashshash (Phase–II), is funded by the Embassy of Switzerland in Bangladesh. The main objective of the project is to ensure that “women and men who have escaped trafficking will restore their dignity and wellbeing and become self-sufficient”. The survivors will be provided psychosocial counseling support along with other social services and facilitated opportunities for skills-devolvement and entrepreneurship training. Upon completion of the training survivors will be placed in either wage-based and or self-employment. Furthermore, Ashshash will reach people in the project’s working areas; either directly or indirectly, through awareness-raising activities on factors that make people vulnerable to human trafficking, and to ensure the prevention of human trafficking. The four-year-long second phase of Ashshash will provide comprehensive and personalized packages of service-provision to the survivors of human trafficking in Bangladesh.

POSITION SUMMARY:

Project Coordinator (PC) will work under the direct oversight of Ashshash’s Awareness and Prevention Partner (APP) across Narsingdi and Manikganj district. The PC will work in leading and managing project activities to ensure that the local communities are aware and trained on the prevention of human trafficking. The PC will maintain close-collaboration with Ashshash’s Sustainable Reintegration Partners (SRPs), district-specific governmental institutions, counter-trafficking activist groups and youth groups, and members of at-risk communities. The PC will lead the overall project activities including community empowerment, capacity development of CTIP activists and change-agents, development of awareness materials, and identification and refer at-risk community to the services. Accordingly, the PC will demonstrate the advocacy initiatives with the government and non-government offices. The PC must ensure compliance with Winrock International’s ‘Code of Conduct’ and ‘Do No Harm Policy’, whilst maintaining privacy and confidentiality of information respective to each survivor.

Job Responsibilities

  • Manage and support a Project team and provide professional and technical support to project staff and other relevant stakeholders of Ashshash project;
  • Complete management of project implementation and activities based on the operational plan to achieve project target in time;
  • Confirm that project activities are implemented in a timely manner and comply with donor requirements;
  • Day-to-day supervise and monitor the activities of project team including CTIP activists;
  • Ensure project visibility through engaging mainstream media and using of social media;
  • Ensure linkage support for community at-risk of human trafficking to lessen the push factors of human trafficking;
  • Coordination with other government and non-government service providing organizations to ensure service through referral;
  • Prepare quarterly and annual narrative report, financial report, and variance report;
  • Develop and implement procurement plans and provide audit responses timely and accurately;
  • Actively provide support to Winrock and donor in conducting periodic monitoring, baseline, mid-line, and final evaluation;
  • Monitor project activities through regular visit in the field to ensure quality of the project deliverables and mobilize the field staffs.
  • Attend regular basis in Government meeting and other coordination meeting in working districts;
  • Organize performance appraisal of staff as per their job description and design necessary action plan for staff development and implement it accordingly;
  • Setup files to ensure that all project information is appropriately documented and secured; and
  • Maintain the confidentiality of project document and organizational regulations and implement it at his/her jurisdiction;
  • Perform other duties assigned by the authority.

Educational Requirements:

  • Postgraduate/Graduate in Music and Theatre Art, Mass-communication and Journalism, Social Science, or any other relevant discipline from a reputed institution.

Experience Requirements:

At least Five (5) years.

  • Age at most 45 years
  • Minimum Five (5) to Eight (8) years’ of practical experience in leading managing development project focusing on awareness and preventions;
  • Having extensive knowledge and skills in Monitoring and Evaluation frameworks of development organizations;
  • Experience with development of awareness massages and tools on anti-human-trafficking and safe migration related issues;
  • Experience with the detailed documentation of providing social and economic support-services to trafficking survivors or vulnerable and at-risk groups, and detailed reporting mechanisms;
  • Demonstrate positive attitude and sensitivity to support vulnerable and at-risk groups, and communities;
  • Strong understanding of gender and diversity issues;
  • Demonstrate strong interpersonal communication skills in English and Bangla; and
  • Basic computer proficiency: i.e. MS Office, database management, coordination via email, project-specific management information systems, etc.

The Finance officer plans, directs, and controls accounting and financial operation. The Finance Officer will prepare reports and documents covering accounting transactions for management review. The Finance Officer will ensure that accurate records are kept by standard practices and establish budgets, forecast future cash flows, provide periodic financial analysis. The Financial Officer must ensure compliance with Winrock International’s ‘Code of Conduct’ and ‘Do No Harm Policy’, whilst maintaining privacy and confidentiality of information respective to each survivor.

Job Responsibilities

  • Maintain all kinds of vouchers, cash book, bank book, general ledger, and different registers related to Finance and Accounts.
  • Keep track of all the financial transactions (bank and cash) for implementing the programme and prepare accounts as per the requirements of the funding agency.
  • Prepare budget variance and update Project Coordinator/ Finance and Accounts Coordinator timely.
  • Assist Finance and Accounts Coordinator and Project Coordinator as and when necessary for the overall project management.
  • Prepare all relevant papers and statements needed for the audit process.
  • Provide information needed to respond to audit findings.
  • Manage the petty cash funds and ensures petty disbursements are compliant with petty cash policies and procedures.
  • Prepares vouchers (disbursements, receipts and general journal vouchers) on a day-to-day basis and ensures expenses are reasonable, allowable and allocable to the project.
  • Ensure timely VAT/TAX Withhold/deduction and deposit as per Govt. rules.
  • Prepare monthly financial reports as per donor requirements.
  • Involve in the procurement process.
  • Ensure security and safe custody of all documents related to the responsibility.
  • Ensure payment of approved bills on time.
  • Ensure compliance with accounting standards and regulations.
  • Need to travel field for monitoring and to cooperate with the programme team in organizing field activity if needed.
  • Ensure timely donor reporting.

  • Provide support and lead (where needed) in developing high quality communications content for external and internal use.
  • Develop and provide support for TIP awareness & prevention/activity specific scripts, content/PSAs, messages and implement as per activity plan.
  • Assist conducting national event, TV talk shows, workshop, conference, orientation and campaign as per activity plan.
  • Learning capture, Case collection and documentation from field level for prepare learning sharing and mentoring session with CTC/as per project needs.

The Community facilitator will help to organise programmes like courtyard meeting, campaign etc. along with identifying returning households at the Upazila, and maintain regular contact with beneficiaries. They also collect case and profile of respondents and collect necessary information, relevant pictures, according to the demand of the project to the participants. The Community Facilitator must ensure compliance with Winrock International’s ‘Code of Conduct’ and ‘Do No Harm Policy’, whilst maintaining privacy and confidentiality of information respective to each survivor.

  • Assist to organize and conduct mass awareness activities (pot songs, debate competitions, quiz programmes, video screening, suppet show, Kobi Gaan), workshops, orientation/training sessions and capacity-building activities for project participants.
  • Assist to ensure the active participation and understanding of participants during workshops, orientation/training sessions, campaign, sessions.
  • Build and maintain positive relationships with community people, especially target audience.
  • Organize and Facilitate dialogue, events and collaboration among community stakeholders.
  • Ensure quality work at the field level.
  • Maintain accurate records and prepare regular reports on field activities.
  • Collaborate with other project team members to ensure seamless coordination of field activities.
  • Communicate effectively with project management team, Local Government officials, key stakeholders, CTCs, paralegal groups and community representatives.
