Position Title: Project Manager (Action Research)
Reporting to: Team Leader
Project Focus: Climate Resilience, Local Adaptation Planning, and Socio-Ecological Stability

Project Overview:  The PROAACT project is focused on enhancing the capacity and resilience of local communities situated within the Ganges and Indus River Basins against climate and environmental risks, as well as the associated threats to social cohesion and stability. It also aims to foster regional collaboration among stakeholders through inter-organizational cooperation, peer-to-peer learning, and institutional interaction. To achieve these goals, the project will implement a Systematic Participatory Foresight approach to assess risks and develop locally led Adaptation Plans.

Role Summary:  Working under the strategic direction of the Team Leader, the Project Manager is responsible for the day-to-day operational management and successful execution of the project. This role ensures that all field activities, data collection, and community engagements are conducted efficiently and align with the project's rigorous impact assessment frameworks and methodologies. The Project Manager supervises the project team, coordinates with local stakeholders, and drives the development and implementation of the Local Adaptation Plans (LAPs), ensuring all deliverables meet required international standards and donor expectations.

Key Responsibilities

Operational Management and Coordination

  • Manage budget in alignment with ICIMOD and RMMRU’s relevant policies.
  • Lead the day-to-day execution of the project work plan, ensuring all activities remain on schedule and within budget.
  • Spearhead the development of the inception report, detailing the methodology, coordination mechanisms, implementation timeline, and robust monitoring and evaluation (M&E) framework.
  • Supervise the Research Associate, providing guidance on situation analysis, and the review of relevant policies like the National Adaptation Plan (NAP) and Nationally Determined Contributions (NDCs).
  • Coordinate with the Partner NGO and field team to ensure smooth operations and field actions.
  • Ensure that all operational processes remain inclusive, conflict-sensitive, and strictly aligned with Do No Harm (DNH) principles to prevent unintentionally reinforcing existing inequalities or social tension.

Implementation and Field Operations

  • Organize and oversee orientation sessions and training for local communities on the application of assessment tools and methodologies.
  • Conduct scoping activities to understand the local context, identify stakeholders, and map trends and key issues focusing on socioeconomic challenges and instability
  • As per the UNEP/ICIMOD tool, carry out climate, environmental, and socio-ecological risk and vulnerability assessments in the communities.
  • Lead the development of gender-responsive Local Adaptation Plans (LAPs) aligned with national policies in English and the local language.
  • Drive the on-the-ground implementation of the approved LAP and prioritized locally led adaptation (LLA) projects.

Stakeholder and Partnership Engagement

  • Act as the primary operational liaison for the project, establishing and maintaining a project communication platform for continuous stakeholder engagement.
  • Foster cross-functional collaboration among government agencies, local communities, NGOs, and the private sector to enhance socio-ecological stability.
  • Facilitate community sessions to prioritize activities from the approved Local Adaptation Plan for implementation, ensuring formal endorsement by local authorities.

Monitoring, Evaluation, and Reporting

  • Monitor regular project implementation and rigorously track progress against agreed indicators at all stages.
  • Compile and submit validated assessment reports, including necessary maps, figures, and databases.
  • Draft complete quarterly/annual and financial reports in the agreed format for the Team Leader's review before submission to ICIMOD.
  • Ensure that processes and documentation are prepared for annual and end-of-project audits conducted by a certified auditor
  • Prepare policy documents, presentations etc. for the Team Leader, donor agencies as well as project management.
  • Develop knowledge products based on best practices in community-led adaptation, and nature-based solutions.

Desired Competencies

  • Master’s degree in Environmental Management, Climate Change, Development Studies, Public Policy, or a closely related discipline.
  • At least 3 years of progressive experience in project management, operational oversight, and managing complex field interventions, particularly in the areas of climate adaptation, resilience, or socio-ecological stability.
  • Proven capability in designing and implementing robust impact assessment frameworks and monitoring and evaluation (M&E) systems that align with strict donor requirements and international reporting standards.
  • Strong leadership skills with a demonstrated ability to foster cross-functional collaboration, effectively bridging research and program execution while supervising multi-disciplinary field teams.
  • In-depth understanding of national and international climate policies (e.g., NAPs, NDCs, global sustainability goals) and a track record of translating these high-level frameworks into actionable, locally led adaptation (LLA) plans.
  • Experience in high-level stakeholder engagement, capable of facilitating strategic partnerships.
  • Strong commitment to operationalizing ethical standards, ensuring that Do No Harm (DNH) principles, conflict-sensitive methodologies, and gender-responsive practices are strictly enforced across all project phases.

Position Title: Research Associate

Role Summary Working under the guidance of the Team Leader and Program Manager, the Research Associate will be instrumental in executing the project’s research methodologies and facilitating community engagement activities. This role focuses heavily on data collection, risk assessment, and the documentation of participatory processes to support the development and implementation of Local Adaptation Plans (LAPs).

Key Responsibilities

Research and Data Collection

  • Conduct comprehensive literature reviews analyzing National Adaptation Plans (NAP), Nationally Determined Contributions (NDCs), National Climate Change Policies, Risk Assessment Reports, and vulnerability indices.
  • Assist in executing both primary and secondary data collection for the development of Local Adaptation Plans.
  • Utilize quantitative tools to evaluate environmental impacts and economic viability as part of the project's environmental and economic analysis.
  • Support the execution of climate, environmental, and socio-ecological risk and vulnerability assessments
  • Provide assistance in applying UNEP/ICIMOD tools and foresight approach within communities to identify risks and potential socio-ecological challenges that cause instability.

Participatory Engagement and Field Support

  • Assist in scoping activities to understand the local context, identify stakeholders, and map trends and key issues focusing on socioeconomic challenges and instability.
  • Support sensitisation efforts on climate change impacts and help facilitate the mapping of systems, identifying present and future drivers of change.
  • Provide assistance in organizing and conducting community planning sessions to prioritize locally led adaptation (LLA) measures, with a specific focus on Nature-based Solutions (NbS), early warning systems, and natural resource management.
  • Ensure that all field processes are conflict-sensitive and strictly align with Do No Harm (DNH) principles to prevent the unintended reinforcement of existing inequalities or social tensions.

Documentation, Reporting, and Knowledge Management

  • Document successful case studies of locally led NbS for climate adaptation and socio-ecological stability in target communities.
  • Assist in developing knowledge products based on best practices, community-led adaptation, and socio-ecological stability.
  • Contribute to the drafting of validated assessment reports, ensuring the inclusion of necessary maps, figures, and databases.
  • Support the drafting and finalization of gender-responsive Local Adaptation Plans (LAPs) in both English and the local language.

Desired Competencies

  • Bachelor or Master degree on environment/climate change/ or any other relevant discipline

Position Title: Monitoring and Evaluation Officer

Reporting To: Project Manager

Role Summary Working under the guidance of the Project Manager, the Monitoring and Evaluation Officer will support the implementation, monitoring, documentation, reporting, and learning processes of the project. The position will focus on developing monitoring tools, collecting and analyzing data, maintaining databases, producing reports, supporting project implementation, and ensuring effective monitoring, evaluation, accountability and learning (MEAL) practices throughout the project cycle.

Key Responsibilities

Monitoring, Evaluation and Reporting

  • Monitor the overall activities of the project with project manager and other personnel.
  • Develop different monitoring tools and formats to sort out the project results through field visits and discussion with direct beneficiaries.
  • Assist the project team in following the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
  • Produce monthly/ quarterly/ special reports on the project activities and outputs from field as per the requirements.
  • Collect data on a regular basis to measure achievement against the performance indicators.
  • Maintain and administer the M&E database; analyze and aggregate findings using data management software.
  • Produce monthly reports through coordinating with project manager and other field level staffs.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project.
  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Provide the Project Manager with management information s/he may require.
  • Check that monitoring data are discussed in monthly and quarterly meetings and in a timely fashion in terms of implications for future action.
  • Produce special reports on the project activities and outputs as per the requirements of donor organization.
  • Work with project manager and other field staffs to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring strengths, weaknesses and gaps in project implementation and for reporting on donor commitments.

Coordination and Field Support

  • Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all the project activities as per the organizational policy.
  • Share learning and provide constructive comments to colleagues in order to ensure programmed quality.
  • Organize Foresight training.
  • Maintain close contact with the local community, local government and different stakeholders in regular basis and Implement the Local Adaptation Plan.
  • Any other related tasks assigned by authority.

Desired Competencies

  • Bachelor or Master degree on environment/climate change/ development studies/ statistics/ social science or any other relevant discipline

The Field Project Officer will also contribute to monitoring, documentation, reporting, and knowledge management processes to support learning, accountability, and the achievement of project objectives.

Key Responsibilities

  • Coordinate the overall implementation of project activities at the field level, ensuring timely and quality delivery of planned outputs and outcomes.
  • Supervise, mentor, and provide technical guidance to Field Facilitator to ensure effective community engagement and activity implementation.
  • Facilitate community capacity-building initiatives on participatory risk assessment, climate adaptation, anticipatory action, sustainable natural resource management, and social cohesion.
  • Coordinate participatory foresight, risk assessment, and adaptation planning processes in collaboration with communities, local government institutions, and other stakeholders.
  • Coordinate the implementation of community-led resilience-building and adaptation interventions, ensuring adherence to project objectives and technical standards.

Position Title: Project & Admin Officer

Reporting To: Finance and Accounts Coordinator, Project Manager

It also aims to foster regional collaboration among stakeholders through inter-organizational cooperation, peer-to-peer learning, and institutional interaction. To achieve these goals, the project will implement a Systematic Participatory Foresight approach to assess risks and develop locally led Adaptation Plans.

Role Summary: Working under the guidance of the Finance and Accounts Coordinator and Project Manager, The Project & Admin Officer will manage the project's financial and accounting functions, including bookkeeping, financial reporting, budget monitoring, audit support, VAT/TAX compliance, and donor reporting. The position will ensure adherence to organizational policies, donor requirements, and government regulations while providing financial and administrative support to project implementation and field activities.

Key Responsibilities are as follows:

  • Maintain all kinds of vouchers, cash book, bank book, general ledger in Tally Sofware, and different registers related to Finance and Accounts.
  • Keep track of all the financial transactions (bank and cash) for implementing the programme and prepare accounts as per the requirements of the funding agency.
  • Prepare budget variance and update Project Manager/Finance and Accounts Coordinator timely.
  • Assist Finance and Accounts Coordinator and Project Manager as and when necessary for the overall project management.
  • Prepare all relevant papers and statements needed for the audit process.
  • Provide information needed to respond to audit findings.
  • Manage the petty cash funds and ensures petty disbursements are compliant with petty cash policies and procedures.
  • Prepares vouchers (disbursements, receipts and general journal vouchers) on a day-to-day basis and ensures expenses are reasonable, allowable and allocable to the project.
  • Ensure timely VAT/TAX Withhold/deduction and deposit as per Govt. rules.
  • Prepare monthly financial reports as per donor requirements.
  • Support to the procurement process.
  • Ensure security and safe custody of all documents related to the responsibility.
  • Ensure payment of approved bills on time.
  • Ensure compliance with accounting standards and regulations.
  • Need to travel field for monitoring and to cooperate the programme team in organizing field activity if needed.
  • Ensure timely donor reporting.
  • Any other related task assigned by the RMMRU authority

Desired Competencies

  • Bachelor of Commerce (B.Com.) in accounting, CACC.
  • At least 3 years of experience in similar field
  • Age at most 40 years
  • Basic Knowledge of MS Office, specially on MS Excel
  • Good communication skills in English and Bangla
  • Experience in Accounting Software (Tally)

Role Summary Working under the guidance of the Field Project Officer, the Field Facilitator will support field-level implementation of project activities, beneficiary identification, community engagement, reporting, and coordination with local stakeholders. The position will focus on assisting field activities, conducting community-level discussions, organizing workshops, supporting implementation of Local Adaptation Plans, and ensuring effective communication with local communities and stakeholders.

Key Responsibilities

  • Identification of target beneficiaries.
  • Assist in producing monthly/ quarterly/ special reports on the project activities and outputs from the field as per the requirements.
