On November 17, 2024, the Refugee and Migratory Movements Research Unit (RMMRU) organised a day-long national conference and dialogue on “Dignified and Durable Rehabilitation of the Camp Dwelling Urdu-speaking Community in Bangladesh” held at the R.C. Majumder Auditorium of University of Dhaka. The conference brought together Urdu-speaking community representatives from eight districts and also academics, journalists, and human rights activists to discuss the challenges faced by the community and to advocate for their sustainable and dignified rehabilitation. The members of the Urdu-speaking community in Bangladesh have been living in different camps and settlements for over 50 years, often under overcrowded and inhumane situations. Despite being recognised as Bangladeshi citizens by the Supreme Court in 2008, they continue to face housing insecurity and threats of eviction; limited access to education, healthcare, and employment; social exclusion and identity crises.
A total 85 representatives from the Urdu-speaking communities from various camps and settlements across the country, including Adamjee, Syedpur, Rangpur, Bogra, Ishwardi, Rajbari, Chattogram, and Dhaka’s Mirpur and Mohammadpur attended the conference. Participating in the event, the members of the Urdu speaking community highlighted the reality of their camp life and deprivation of civil rights. Key issues of the of the dialogue were lack of permanent housing; absence of comprehensive policies for durable rehabilitation and integration; barriers of accessing quality education, healthcare and employment; psychological impact of prolonged displacement and societal discrimination. They also highlighted and shared their achievements and stories of success despite various obstacles.
Participating the 2nd session of the conference Ms. Shireen Haque, human rights activist, focused on the challenges faced by women, calling for tailored interventions to address their vulnerabilities. Mr. Faruk Wasif, Director General of Press Institute of Bangladesh (PIB), underscored the importance of inclusive policies to overcome discriminatory practices. Linguistic and cultural diversity is an asset of Bangladesh and the youth of the Urdu speaking community should utilize the potential and work towards building a society free from discrimination, stated moted columnist Dr. Zahed Ur Rahman.
Mr. Hasan Mohammad, an expatriate Urdu-speaking rights activist and researcher, joined the dialogue online from the Netherlands. He mentioned that the identity crisis of Urdu-speaking Bangladeshis is being kept alive. This crisis can be resolved through discussion. Mr. Ashraful Haque Babu, a community representative from Saidpur said, “despite the high court verdict, we still do not get the status we deserve”.
Even after the judgment of the High Court in 2008, the Urdu-speaking community is deprived of their due rights. A concerted effort by all is required to uphold their rights and ensure their dignified rehabilitation, added Dr. C R Abrar, Executive Director of RMMRU. RMMRU reaffirmed its commitment to continuing advocacy for the Urdu-speaking community and building collaborative platforms to ensure inclusive and dignified solutions. The event received wide attention from various media outlets.

Malaysian Labour Market Syndicate: Assessing Losses and Ensuring Accountability

Refugee and Migratory Movements Research Unit (RMMRU) organised a discussion meeting titled “Malaysian Labour Market Syndicate: Assessing Losses and Ensuring Accountability” on 13 November 2024 at Dhaka Reporters Unity (DRU). Issues such as the impact of recruitment syndicate in the Malaysian labour market and need for accountability were discussed at the meeting.
C R Abrar, Executive Director, RMMRU said that the syndicate members dominated the Malaysian labour market in the past decade. Bangladesh and Malaysian governments have to work together to dismantle the syndicate. He further added that a number of families have suffered financial and social losses due to the syndicate and many migrant families have become destitute. In addition to demanding five times compensation for the loss suffered by the workers as a result of the syndication Abrar also mentioned the need for greater transparency in the execution of any bilateral agreements. He urged the political leaders to ensure that workers do not endure the ill effects of the syndicates after a new government is formed.
Chairman of WARBE Development Foundation Syed Saiful Haque said a commission should have been constituted on labour migration issues to streamline the sector. Haque stated that many migrant workers from countries like India and Nepal travel to Malaysia at a low cost, but Bangladeshi workers have to pay exorbitant costs.
Md. Fakhrul Islam, Joint Secretary General, BAIRA, said Malaysia employs workers from 15 countries, including Bangladesh, but there is no such syndicate system anywhere else. He added that some unscrupulous agencies are increasing the cost by controlling the process while providing online support. The syndicate increased the cost of workers, which undermined Bangladesh's image and created disparity between agencies. Islam also said that if the government sends workers according to the government list through proper monitoring, then it will be possible to send workers at a low cost.
Md. Abul Basar, Project Director, Helvetas Bangladesh said, for a long time it has not been possible to protect the interests of workers who have suffered losses due to the syndicate system. The government should fulfill its responsibilities to restore the honour of the country and protect the workers.
Among others, representatives of civil society, rights activists, representatives of recruiting agencies and journalists were also present in the discussion meeting.

Report on: Grievance, Redress, and Capacity Building for DEMO and BMET Officials

On October 17th and 18th, 2024, the Refugee and Migratory Movements Research Unit (RMMRU) and the Bureau of Manpower Employment and Training (BMET) jointly conducted a capacity building training on Grievance, Redress, and Capacity Building for DEMO and BMET Officials The two-day-long session was organised at the Royena Resort, Gazipur with the support PERI project of the Asia Foundation. It aims to improve DEMO and BMET officials' knowledge and skills in arbitration and mediation to provide legal services to affected migrants. Objective of the program
- Enhance the skills of DEMO and BMET officials in effectively managing grievances and conducting investigations,
- Promote the decentralisation of compliant management services through DEMO to ensure access to legal services at the grassroots for migrant workers and motivate the target group’s approach to case management.
This workshop was chaired by Mr. Saleh Ahmed Mujaffor, Director General (Grade- 1) BMET, and Mr. Shah Abdul Tarique, Additional Director General (Employment), presented as guests. Md. Masud Rana (Director), Ms. Zohora Monsur and Md. Rezowanul Haque (Deputy Director, Employment) facilitated the training, and Marina Sultana, Director, of Programme RMMRU, moderated the training session. 39 BMET Arbitration Officers of BMET and DEMO officials joined and received the training from Dhaka, Cumilla, Bogura, Rajshahi, Rajbari, Mymensingh, Jessore, Tangail, Chattogram, Barishal, Feni, Jamalpur, Sylhet, Moulovi Bazar, Chapai Nawabganj, Munshiganj, Kishoreganj, Pabna, Shirajganj, Gaibandha, Kurigram, Habiganj, Chandpur, B.baria, Noakhali, Panchagar, Magura, Sherpur, Netrokona from Bangladesh.
The Programme chair, Mr. Saleh Ahmed Mujaffor, Director General (Grade-1), thanked RMMRU for organising this capacity-building training.

A series of training workshops on the Standing Orders on Disaster (SOD)- RMMRU organised 2019 in three upazilas of Satkhira district. These trainings were held between October 7 and 8, 2024 at Kaliganj, Debhata and Satkhira Sadar upazilas. The SOD, developed by the Ministry of Disaster Management and Relief (MoDMR), outlines the roles and responsibilities for disaster preparedness, response, and recovery across various government levels and sectors. Its primary objective is to ensure that all stakeholders are aware of their duties during all phases of disaster management and to enhance disaster risk mitigation through effective coordination and strategies. Local committees, play a crucial role in disaster risk management. The workshops aimed to raise awareness on SOD among members from the union level disaster management committees. Each training session consisted of four segments: an introductory session, a presentation on the SOD, an open discussion and a group work presentation session where participants were divided into two groups. These workshops were attended by representatives of six union level government disaster management committees and community leaders. Mr. Ashek E Elahi facilitated the sessions as trainer.
Kaliganj:
The first training workshop took place on October 7 from 9:00 a.m. to 1:00 p.m. at the Shushilan Training Centre in Kaliganj Upazila. It was attended by 18 participants (7 females and 11 males), comprising members of the Union Disaster Management Committees of the Krishnanagar and Mothureshpur unions of Kaliganj upazila. During the open discussion, participants shared insights on the committee's disaster management activities and response. Promila Mondal, a member of the committee in Mothureshpur union noted the lack of formal training and raise the issue of not receiving calls to the meetings of the union committee. She emphasized on taking proactive measures, like public awareness, shelter relocation, and formation of special teams for vulnerable populations, upon receiving early disaster warnings through social media, local NGOs, or government representatives. Ms. Lutfunahar from Krishnanagar union raised concerns about the inadequacy of cyclone shelters, particularly for pregnant women and individuals with disabilities, highlighting insufficient facilities and the discomfort of families sharing rooms with males who are not relatives. Md. Nur Hossain noted on formation of teams to manage disasters at all stages. He also mentioned that the lack of a comprehensive list of displaced individuals complicates timely support efforts.
Debhata:
The second training workshop on SOD was held on October 7 from 2:00 p.m. to 6:00 p.m. at the Al-Arafa Bank Training Centre in Debhata Upazila. It was attended by 18 participants (8 females and 10 males), comprising members of the Union Disaster Management Committees of the Kulia and Parulia. Attendees raised concerns about the absence of activity of their committees and the lack of adequate training on disaster response. Ms. Fatema Khatun from Kulia Union noted that committee meetings are infrequent, often excluding members like herself. She also stated that the minimal relief provided to the affected communities can only benefit a few, often leading to public frustration when lists of affected individuals are compiled. Similarly, Prem Kumar from Parulia union pointed out that frequent natural disasters and corruption hinder effective disaster management. He advocated for the establishment of an active union committee monitored by governmental or non-governmental organizations.
Satkhira Sadar:
The final training session was held on October 8, 2024, from 9:00 a.m. to 1:00 p.m. at the Mangrove Training Centre in Satkhira Sadar Upazila, attended by 19 participants including 3 women, comprising members of the Union Disaster Management Committees of the Agardari and Dhulihar. Md. Obaidullah Shahin from Agardari reported a lack of knowledge regarding the SOD and noted that their 51-member committee had not been updated or convened as required. He emphasized the severe shortage of cyclone shelters, with only one center for both unions serving approximately 3,000 people, equipped with only three washrooms. Md. Ismail Hossain and Akhtarul Islam highlighted issues with communication, noting that most members are not aware of their responsibilities. Akhtarul also expressed concern about increasing waterlogging affecting crops. Md. Rafiqul Islam from Dhulihar Union recognized the committee's existence but criticized its inactivity and alleged that it was primarily formed on the basis of political linkages without having effective monitoring or evaluation mechanism in place.
Insights from the group works:
In the group discussions the participants identified several challenges and provided recommendations to enhance the effectiveness of union disaster management committees.
Challenges
- Insufficient monthly honorarium for committee members hinders effective communication and regular holding of meetings, while inadequate funding limits timely disaster response;
- Poorly planned committee formations result in a lack of coordination and mutual respect among the members, compounded by widespread deficiencies in education, awareness, and training;
- The reform process to remove inactive committee members and incorporate new members is rarely implemented, and many Union Parishad Chairmen inadequately fulfill their responsibilities, leading to selective meeting invitations based on personal relationships;
- Inadequate essential resources like potable water and food during and after disasters, along with insufficient cyclone shelters and poor transportation infrastructure, impede effective disaster management and response.
Recommendations
- Increase the monthly honorarium for committee members to encourage active participation and reform the union committee by adding active members to ensure equal respect and participation for all;
- Establish a dedicated disaster fund at the union level for immediate disaster response and guarantee adequate provisions of food and water for disaster-affected populations;
- Construct at least one cyclone shelter in each ward of the union, equipping them with separate and secure toilets for men, women, and adolescents;
- Ensure safe transport arrangements for pregnant women and individuals with disabilities to cyclone shelters, and develop communication and transportation infrastructure to facilitate emergency services and rapid rescue operations;
- Regularly monitor the organization of monthly meetings of the union committee by the upazila committee;
- Conduct public awareness campaigns through social media, announcements, and training programs in schools and communities.
Upazila Level Training workshops: Adaptation-Empowerment for Climate Displaced Communities

To raise awareness and empower individuals in managing climate-induced hazards, the Refugee and Migratory Movements Research Unit (RMMRU) organised a series of training workshops in four upazilas of Satkhira. These trainings, held between August 24 and 27, 2024, took place in Shyamnagar, Kaliganj, Assasuni, and Satkhira Sadar upazillas. These workshops were attended by representatives of eight union level government disaster management committees and community leaders from the climate-displaced communities. 26 individuals participated each workshop.
The training workshops covered various topics provided by the training module titled: ‘Climate change, disaster related displacement, and adaptation: training for community empowerment’ emphasizing mobilization of local resources and opportunities for disaster response; displacement-related risk reduction and aftercare; and alternative employment opportunities. The methods of the training included presentations, sharing of individual experience and group work. After the introductory statements feedbacks from the trainees were secured.
The trainings were facilitated by representatives of four union level Committees for Adaptation Rights. Included among those were Ms. Jahanara Begum, of Poddopukur; Ms. Nasrin Akhter, of Mathureshpur; Md. Arif Hossain, of Anulia; and Mr. Obadullah Shahin of Agardari union.
During the training sessions, participants expressed appreciation for RMMRU's involvement at the grassroots level and provided valuable recommendations. Mr. Muztafizur Rahman, a member of union level disaster management committee expressed his gratitude for efforts in reaching remote, climate-vulnerable areas like Shyamnagar. Ms. Nasrin Akhter, a representative of the Committee for Adaptation Rights of Mathureshpur thanked for focusing on the union level, noting that local level disaster management committees in Kaliganj upazila were inactive and lacked a comprehensive list of displaced populations. She highlighted the importance of increasing public awareness through similar training initiatives.
During the workshop held at Assasuni, a local government representative, Md. Shahidullah raised concerns about the persistence of waterlogging and lack of livelihood opportunities in the union. He emphasized the need for practical interventions to ensure economic solvency for local residents. Shahidullah also encouraged RMMRU to focus on alternative livelihood opportunities.
The participants emphasized that empowering local bodies is a crucial first step towards addressing displacement challenges. Md. Minhaj Morshed, a member of the Dhulihar Union Disaster Management Committee commended RMMRU for organising monthly meetings at the union office, which he found to be highly informative.
Message Development Workshop

On 28th August 2024, a daylong 'Message Development Workshop' took place under USAID’s Fight Slavery and Trafficking-in-Persons (FSTIP) project at Yuktadhara, Dhanmondi, Dhaka.
The workshop was an attempt to develop a range of awareness messages to prevent human trafficking and ensure safe migration. It was an approach to design and develop social behaviour change communication (SBCC) messages for campaign purpose and raising awareness addressing issues; Trafficking-in-Persons (TIP), Cyber-TIP, Child Marriage, Labour Migration and Returnee Migrants.
Experts from various arts and creative fields, social media influencers, digital communication specialists, and other communication experts contributed to the message development process. Their expertise in communication influenced the styles, structures, and language tailored for different platforms. The experiences of victims, combined with the insights of these experts, were integral to the workshop.
In the workshop, participants from different spheres brainstormed in group work and contributed in identifying the different level of audiences of the messages considering their demographic, psychological, and geographical ties to migration.
The objectives of the messages and the desired outcomes were also discussed in detail. Participants presented their findings from the group work leading to meaningful discussions.
In addition, various tools for message development were explored, with experts offering guidance on how to adapt content for specific platforms.
Ms Nishat Jahan Rana, Communication Expert facilitated the workshop. Mr Akib Bin Anwar, Senior Manager, Prevention and Private Sector Engagement and Mr Khairul Islam, Associate Manager, Livelihood Protection, Winrock International attended the workshop from donor end. Ms Marina Sultana, Director Programme, RMMRU and FSTIP project team was present at the workshop.

On 22 August 2024, a training for trainers workshop was held of two batches at the Khamarbari conference hall, Satkhira. The workshop was conducted on a training module titled: ‘Climate change, disaster related displacement, and adaptation: training for community empowerment’. Representatives of the ten union level Committees for Adaptation Rights, leaders from the climate-displaced communities and concerned officials from District Relief and Rehabilitation Office (DRRO), Satkhira and Project Implementation Office (PIO), Satkhira Sadar Upazila office attended the workshops. The workshop was conducted by consultant Mr. Aminul Kawsar Khan.
28 trainees attended each of the workshops. In the 1st batch 22 males and 6 females took part, while in the 2nd batch 19 males and 9 females participated. The methods of the training included presentations, sharing of individual experience and group work. After the introductory statements feedbacks from the trainees were secured.
The topics of the group works included: local resources and opportunities available for disaster response; displacement-related risk reduction and aftercare; and alternative employment opportunities. The trainings elicited interesting recommendations from the participants. Notable among those were:
- in the module, various services to the climate displaced people should be duly categorised.
- addresses and contact details of the relevant offices and focal persons should be added.
- health care issues should be covered.
- information on temporary shelter homes be added.
- local employment opportunities should be emphasised.
- detailed information on ways to get government and non-governmental services should be incorporated.
Participating in the workshop, Mr. Babul Akhtar, an official of DRRO, Satkhira said, Satkhira is a disaster-prone area. Priority should be given to improve the financial literacy among the climate-displaced community here and that disaster response capacity should be built using local resources.
Mr. Yarul Haque, PIO, Satkhira Sadar mentioned, most parts of the Satkhira district are waterlogged for most of the year due to lack of planned drainage system.
Sustainable housing and health care services are essential to reduce the risk of displacement, noted Nasreen Akhter, a member of the Committees for Adaptation Rights of Mathureshpur Union.
Capacity Building Training of Sub-agents

The Refugee and Migratory Movements Research Unit (RMMRU) organized a training session for the skill development of sub-agents in the Narsingdi district. The training was organized on 22 August 2024 at the District Cooperative Office Hall Room, Narsingdi. A total of 31 subagents from grassroots attended (30 male and 1 female sub-agent) and enhanced their knowledge. The primary objective of the training session was to improve the skills and expertise of sub-agents in the Narsingdi district.

Refugee and Migratory Movements Research Unit (RMMRU) organised a workshop on avert and minimize displacement at the University of Dhaka on 25 April 2024. The workshop was attended by various stakeholders involved in climate change and internal displacement issues in Bangladesh.
Dr. Tasneem Siddiqui, Founding Chair of RMMRU and Chairperson, Dept. of Political Science, University of Dhaka, gave the inaugural address while Mr. Md. Mohibbur Rahman MP, the State Minister for Disaster Management and Relief (MoDMR) was the Chief Guest. Special Guests of the event were Mr. Abdusattor Esoev, Chief of Mission of the International Organization for Migration (IOM) in Bangladesh; Mr. Md. Kamrul Hasan, Secretary of MoDMR; and Mr. Tanvir Shakil Joy, MP and Chair of Bangladesh Parliamentarians’ Caucus on Migration and Development. The inaugural session of the programme was chaired by Dr. Qazi Kholiquzzaman Ahmad, Chairman of Dhaka School of Economics.
“The government is determined to ensure the participation of the displaced people in the development process of the country. For this purpose, various activities will be implemented through the Department of Disaster Management”, said the State Minister of MoDMR in his remarks.
The Chair of the workshop Dr. Qazi Kholiquzzaman Ahmad added, “The issue of displacement should have been presented in the Paris Agreement. Instead it was placed under ‘Loss and Damage’”. He observed that sufficient funding will not be possible for the displaced. He also said, “In the National Strategy on Internal Displacement Management- 2021, there is a plan for the participation of the beneficiaries, but in practice, there is less opportunity to participate in the projects. No project can achieve its intended goals without the participation of the concerned community”.
Member of Parliament Mr. Tanvir Shakil Joy demanded that the people of Char region should be given priority in the rehabilitation of displaced persons.
In the first business session Ms. Lutfun Nahar, Joint Secretary of MoDMR introduced the National Strategy on Internal Displacement, 2021. Mr. Atle Solberg, Head of Secretariat of Platform on Disaster Displacement (PDD) and Mr. Lorenzo Guadango, Project Coordinator, PDD attended the workshop via online and introduced the project: Pilot Assessment and Interventions to Avert, Minimize Displacement in Climate Stressed Districts of Bangladesh. Then project components were introduced by RMMRU and IOM. The session was moderated by Mr. Md. Mizanur Rahman, Director General of the Department of Disaster Management.
During the second business session Mr. Md. Ekhtekharul Islam of Independent University, Bangladesh presented a template that is being prepared for the Climate Vulnerable Forum (CVF) member countries for the development of their respective national strategies on climate change related disaster induced internal displacement. Mr. Tamim Billah of RMMRU highlighted the need for ensuring the rights of the displaced in relevant policies. In this session, ICCCAD made a presentation on the component it is engaged in. The session was moderated by Prof. Mizan R. Khan, Technical Lead of LDC Universities' Consortium on Climate Change (LUCCC).
The other participants of the workshop included Advocate Ms. Moumita Das Gupta, Research Fellow of the Centre for Climate Justice-Bangladesh (CCJ-B), representatives from the climate-displaced communities; representatives from relevant ministries, CSOs and researchers.

Comprehensive Training Program Focused on Capacity Enhancement in Grievance Management and Investigation for Officials of District Employment and Manpower Offices (DEMO)

On April 24th and 25th, 2024, the Bureau of Manpower, Employment, and Training (BMET) collaborated with the Refugee and Migratory Movements Research Unit (RMMRU) organized a comprehensive training program focused on Capacity Enhancement in Grievance Management and Investigation for officials of District Employment and Manpower Offices (DEMO). Through the active participation of Assistant Directors from DEMOs of 64 districts and 13 BMET officials, they joined the training sessions actively. The event, held at the BMET Conference Room, supported by The Asia Foundation and the Foreign, Commonwealth, and Development Office (FCDO), brought together key stakeholders from the Ministry of Expatriates’ Welfare and Overseas Employment, BMET, and DEMO.
The two-day training aimed to enhance DEMO officials' capacity for managing grievances and conducting investigations effectively. The sessions were designed to provide participants with essential guidelines and insights into the investigation process, drawing from the extensive experience of industry experts.
Inaugural Session
At the beginning of the training, Mr. Saleh Ahmed Mujaffor, Director General (Grade-1) of BMET, enlightened the occasion as the Chief Guest, highlighting the significance of the training initiative in BMET's missions as an affiliated GoB department. Dr. C R Abrar, Executive Director of RMMRU, took the stage to deliver the welcome address, imparting invaluable insights into grievance management processes and establishing the event's thematic framework.
Ms. Zohora Monsur, Deputy Director (Employment) at BMET, and Marina Sultana, Programme Director at RMMRU, moderated the sessions, ensuring the smooth conduct of the training. They also shared the training's objectives, emphasizing its significance in enhancing skills and fostering collaboration among stakeholders.
Working Session: The training methodology includes contextual discussion. The training is conducted in 5 basic sessions, mainly covering important issues related to Alternative Dispute Regulation (ADR) and the Grievance Management System. Which feature a thorough analysis of the Overseas Employment and Migrants Act 2013, Migration Management Rules 2017, Recruiting Agency Rules 2019, and General Order 2023 pertaining to grievance settlement and conciliation. It also incorporates case studies, group discussions, and the preparation of investigation reports, aiming to enhance access to justice, capacity building, system development, law enforcement, and redress.
Training Facilitator: Mr. Abu Raihan Mia and Mr. Sazzad Hossain, both Joint Secretaries, assumed pivotal roles as session conductors from the Ministry of Expatriates’ Welfare and Overseas Employment. Dr. Nashid Rezowana Monir, a Deputy Secretary, lent her expertise in guiding discussions, while Mr. Mofidul Alom, Mr. Mainul Hasan, and Mr. Shemul Kumar Shaha, occupying positions as Deputy Secretaries and Senior Assistant Secretary respectively, provided essential leadership throughout the sessions. Moreover, the active involvement of Mr. Md. Masud Rana and Mr. Abdul Hi, serving as Directors, alongside Mr. Rezowanul Haque and Mr. Md. Mizanur Rahman, Deputy Directors of BMET, added depth to the discussions, ensuring a comprehensive exploration of the topics at hand. Their collective efforts significantly enhanced the quality and effectiveness of the training sessions.

The Refugee and Migratory Movements Research Unit (RMMRU) organized a training session for the skill development of sub-agents in the Tangail district. The training was organized on 30 March 2024 at Buro Bangladesh, Tangail. 31 male and female sub-agents participated in the training. The primary objective of the training session was to enhance the skills and knowledge of sub-agents in the Tangail district.

On 24 March 2024, the Refugee and Migratory Movements Research Unit (RMMRU) and the Bureau of Manpower, Employment, and Training (BMET) jointly organised a Findings Dissemination Event on Capacity Analysis of District Employment and Manpower Offices (DEMO). The event was organised at the BMET Conference Room, engaging officials from the Ministry of Expatriates’ Welfare and Overseas Employment, BMET, DEMO, and Civil Society.
Ms. Zohora Monsur, Deputy Director (Employment), BMET, and Mohammad Inzamul Haque, Project Manager, RMMRU, moderated the programme and shared the objectives of the event. RMMRU’s Executive Director, Dr. C R Abrar, presented the findings and recommendations from the analysis. The methodology of the analysis included interviewing DEMO officials, key BMET officials, former MoEWOE officials, beneficiaries at the field level, leading CSOs working with migrant workers, lawyers engaged in migration-related litigation, and utilising the information captured from the discussion of 2-day BMET-RMMRU joint residential workshop with 18 DEMO officials. Assistant Directors from 6 DEMOs- Bogura, Chattogram, Cumilla, Dhaka, Manikganj, and Narsingdi- were nominated by BMET and participated in the event. Mr. Saleh Ahmed Mujaffor, Director General (Grade-1), BMET, was present as the Chief Guest.
DG BMET, in his speech, said, "This is the age of innovation. There is no alternative to it. We have to find out what is to be done next. I thank RMMRU for doing this work." BMET Director Mr. Mohammad Abdul Hi, PAA said, “We need to make our database strong. We need to think out of the box and work accordingly. Another thing is that to increase efficiency, we need to include DEMO-assigned welfare officers at missions abroad. Ms. Zohora Mansur, Deputy Director, BMET, suggested that "DEMOs should have access to the migrant database. This will help in returnee reintegration as well if the DEMOs have access." From the MoEWOE, Mr. Shimul Kumar Saha, Senior Assistant Secretary, said, "We can go for a software base management system that will begin at the DEMO level and end at the BMET. DEMO should take care of overseas employment, and TTC will do training-related work."
Among other BMET officials, Director Sadeq Ahmad, Deputy Director Mr. Md. Mizanur Rahaman, and Deputy Director Mr. Mohammad Ali Siddiqui participated in the event and provided valuable insights.

RMMRU organised two batches of capacity-building training for Grievance Management Committees (GMCs) on 9 and 10 March 2024 at Narsingdi Club, Narsingdi. The objective of this training was to enhance the competencies of GMC members in migration mediation and access to legal service mechanisms at the grassroots level. 35 GMC members, youth volunteer group members, and 3 Union Porishod Chairmans attended each training session. This training is organised with the support of Justice at the Door Step Project, supported by the Asia Foundation under PERI.
Key objectives of the training included:
- Enhancing knowledge of GMCs in the Migration sector, improving skills, and promoting the capacity and credibility of GMCs in migration mediation.
- Improving GMC members' knowledge about access to justice mechanisms, the Migration Act of 2013, and relevant rules to ensure justice for affected migrant communities locally.
- Enhancing the documentation process of mediation stages with proper guidance and adherence to rules and regulations.
Advocate Humayun Ahmed, Panel Lawyer of RMMRU and advisory committee member of GMCs, facilitated the training on Migration Mediation, Overseas Employment and Migration Act-2013, and Alternative Dispute Resolution (ADR). Additionally, sessions were conducted by Marina Sultana, Director of Programme RMMRU, Ms. Rabeya Nasrin, Project Coordinator, and Ms. Nazma Akhter, Field Coordinator of RMMRU. Major sessions of these training included defining migration and migrants, Migration Act 2013, RMMRU’s migration mediation process, steps involved in mediation and documentation of mediation process, roles and responsibilities of GMCs, etc. The training employed methodologies such as group work presentations, role plays, and experience sharing to highlight mediation's importance, challenges, and mitigation strategies through GMCs. Refugee and Migratory Movements Research Unit (RMMRU) organised a 4 days-long annual consortium meeting at DuSai Resort & Spa, Sreemangal, Sylhet, Bangladesh, from 5-8 March 2024. The meeting focused on the project named Successful Intervention Pathways for Migration as Adaptation (SUCCESS). All project partners from Bangladesh, Bhutan, India, Nepal, and the UK participated in the meeting. They discussed the project's future objectives and how it would be implemented. The research methodology of the project was designed, and they identified 3 key concepts: adaptive capacity, well-being, and precarity. Each concept has several domains and indicators.

Refugee and Migratory Movements Research Unit (RMMRU) organised a 4 days-long workshop on methods and methodology at DuSai Resort & Spa from 1-4 March 2024. The workshop focused on qualitative research methods. The workshop was conducted by Nitya Rao (University of East Anglia, UK), Jelle Wouters (Royal Thimphu College, Bhutan), Chandni Sign (IIHS, India), Tasneem Siddiqui (University of Dhaka). Ethnography, life history, diaries, and photo-voice methods were discussed in the workshop. The participants also shared their knowledge of these methods. A total of 17 participants from Bangladesh, Bhutan, India, Nepal, and the UK attended the workshop.
Training on “Enhancing Capacity of Newly Licensed Recruiting Agencies for Ensuring Ethical Recruitment Practices (6th batch)”

RMMRU, in collaboration with BMET, organised the 6th batch of training for recruiting agencies aimed at strengthening their capabilities. The training, titled “Training on Recruiting Agencies for Ensuring Ethical Recruitment,” took place on 28 & 29 February 2024 at the BMET Conference Room in Dhaka from 9:30 am to 5:00 pm with the support of Helvetas Bangladesh and the Swiss Agency for Development and Cooperation (SDC).
BMET and RMMRU jointly conducted these training sessions following the schedule by MoEOWE, divided into 12 sessions over 2 days. This training was successfully conducted with the active participation of 84 agencies holding key positions such as Proprietors, Managing Directors, and Managing Partners.
The training was graced by the valuable presence of Mr. Shafiqur Rahaman Chowdhury MP, Hon’ble State Minister of MoEOWE, as the Chief Guest. Mr. Ali Haider Chowdhury, Secretary General of BAIRA, and Dr. Tasneem Siddiqui, Founding Chair of RMMRU, were present as Special Guests. The programme was Chaired by Mr. Md. Saleh Ahmad Mozaffar, Director General (Grade -1) of BMET.
In the training, Chief Guest stated that "Sending workers abroad through recruiting agencies should be guided by social responsibility and humanitarian aspects. We must ensure a proper monitoring system to prevent harassment of our workers and prioritise sending skilled migrant workers. He also stated that ethical recruitment practices are crucial to safeguard our country's reputation. So all actions must be aligned with the law and regulations to protect our workers abroad."
In the training, key sessions were led by distinguished officials such as Deputy Secretary MoEWOE, ADGs and Directors, and Senior Officials from BMET. The two-day sessions were on laws, rules, regulations, and policies for ensuring fairness in the recruitment process and Migration Act -2013, Overseas Employment and Migration Rules 2019, Overseas Employment Migration Management Rules 2017, Recruiting Agency Classification Rule 2020, Housekeeping Related Rules 2017, etc. Besides Administrative Matters in Recruitment Management, Ethical Recruitment Practices, Challenges, and Mitigation Strategies in Recruitment Management.
Marina Sultana, Director of the Program of RMMRU, delivered the welcome speech, and Mrs. Zohora Monsur, Deputy Director of BMET, effectively coordinated and moderated the training. RMMRU and BMET evaluated the agencies using pre-test and post-test questionnaires. At the end of the programme, the Chief Guest provided certificates to the participants for successfully completing the two-day training in the presence of invited guests.

The Branch Manager of PKB, Satkhira, said, ‘At present, the rate of borrowing loans from PKB is very low in this district. I believe this rate will be increased through collaborative work with RMMRU’. ‘If climate-displaced people need training, our office will try to prioritise them’, the principal of the local TTC added.
The members of the Obhijojon Odhikar Committees mentioned that some areas of Satkhira are too climate-vulnerable and they are forced to migrate due to water logging or unavailability of employment depending on Sundarbans. They further added child marriage is persuasive and, in some instances, girls often migrate to India due to poverty.

Project Coordination Meeting

The project coordination meeting was held on 05-06 February 2024 at RMMRU head office. The meeting was used to provide updates on the project's progress and outcomes both overall and on the local level. Areas for future work were identified, and each welfare center presented a progress update. The counselors of the four welfare centers joined the meeting. These two-day meetings were very interactive as the moderators ensured that knowledge was not only disseminated but accurately perceived and understood by the participants. In order to ensure this, trainers engaged participants in discussions through group work and kept the forum open for feedback, queries, and suggestions.
Meeting Objectives
The objectives of this meeting were as follows:
- Sharing and cross-learning of center-wise progress updates;
- Discuss volunteers’ engagement, field experience, and implementation strategy;
- Project planning and coordination with key stakeholders.
Marina Sultana Moderated these two days' meetings. She welcomed the team (counselors of four welfare centers) to join the meeting on short notice. She also thanks the Executive Director of RMMRU, the RAISE project PD, and the IOM Senior Program Associate for joining the meeting.
Dr. C R Abrar, Executive Director of RMMRU, joined the inauguration part of the meeting. He said RMMRU is the pioneer organization in the arena of labour migration. We have been working on many research projects. As a part of the RAISE project, I would like to have the opportunity to work collaboratively with WEWB and IOM.
Mr. Sourendra Nath Saha, PD of the RAISE project, joined the meeting and appreciated the team. He also added the project is not only about achieving the target. We have to concentrate on the needs of migrants carefully and also work on ensuring services for them. After the end of the inauguration session, counselors shared the center-wise progress update from July 2023 onward and challenges considering operational, administrative, and finance.

Md. Salim Reza, a full-time member of the National Human Rights Commission, graced the conference as the chief guest. At the conference, he emphasised skill migration; he said, “migration of skilled workers only could help eliminate exploitation in destination and increase remittance income.”
RMMRU made a set of suggestions, most importantly declaring 2025-2035 as the decade of migration. It also urged observance of December 18 as Migrants' Day, as declared by the United Nations, instead of the newly-introduced 'National Expatriate Day”. 90 journalists from different electronic and print media were present at the press conference, and 36 electronic and print media covered the news as the prime news of the day.
